The VPCI is a maintained Institution of University of Delhi and is fully funded by the Grants-in-Aid received from the Ministry of Health and Family Welfare, Government of India.

The Institute is governed and administered by its own Governing Body as Constituted under Ordinance XX (2) of the University of Delhi Act.

The Director, who is appointed by the Executive Council of University of Delhi, is the Chief Executive of the Institute. The Director of the Institute also functions as Member Secretary (Ex-officio) to the Governing Body of the Institute.
